What are the barriers and opportunities for completion that impacted goal 1 in the last month?

In April, PIHCO sharpened our strategy on this 18th & Peoria expansion project on many fronts. In particular on this goal, we’ve outlined a project of continuing the community-driven design process from our charrettes last year. This will heavily involve community members who have submitted a housing survey to PIHCO which also displays interest in PIHCO’s projects, and allows us to tailor design considerations like unit size and composition. We will soon be arranging trips to buildings made with a similar design ethos to generate ideas in preparation for convening and drawing up more specific and specialized modular designs for units that serve particular needs for our prospective members. Additionally, we have begun setting up a series of conversations with local businesses to better understand the current local economic environment for commerce, identify needs, and gauge interest as a commercial anchor tenant for our development.

Similar to our update on Goal 1, the plan for the design of the project is moving forward.

On April 9th, the city formally introduced an amendment to the existing Pilsen TIF district to the Community Development Commission. The city has indicated to us they are exploring the use of the TIF fund to acquire the 18th & Peoria site from the Juarez driving school. Those funds would not be available for disbursement until the question of the expansion is resolved, so there has been some movement on that process closer to acquisition.

What constraints or limitations with internal capacity is the organizarion experiencing related to its Pre-Development Project?

One constraint is the pool of community members who have expressed interest in engaging in our project submitted their housing surveys to us some time ago, so we will need to be intentional in actively re-engaging them. PIHCO is planning to host another info session soon, which will bring with it a new set of interested community members who will help drive the project forward.

What opportunities, if any, did the organization take advantage of related to its Pre-Development Project?

PIHCO took April as an opportunity to sharpen our plan for moving the 18th & Peoria project forward with specifics on certain aspects, like design and the commercial tenancy.
