What are the barriers and opportunities for completion that impacted goal 1 in the last month?

This past month we hosted our second field trip related to this project. Current PIHCO member, potential future members, and our architect from LBBA visited the affordable housing sites of the Nancy Maldonado Paseo Boricua Apartments and 551 W Elm. The first site, a partnership between Brinshore Development and the Puerto Rican Cultural Center, was built in a gentrifying community with artists in mind as the primary constituency to provide housing for. The design of the building was meant to relate to the surrounding Hispanic culture, and provide space within units to provide potential live/work space for working artists of different mediums. The ground floor also provided communal and commercial space. The similarities in goals to our project made for compelling discussion with our tour guide, Eduardo Arrocho, who not only lives in the building but was the progenitor of the project. The second site at 551 W Elm, developed by Holsten, was a more conventional affordable housing campus with a variety of sizes of units. Our architect had also worked on this development. Touring those units gave our trip goers a more hands-on view of the design considerations for various facets of an apartment, like soffits, balconies, unit-specific HVAC, consolidated laundry rooms, etc. This building, with 100 units, offered a contrast to the first building which was 24 units. This helped us consider our own range of unit density for our project. As a part of our information gathering and member engagement, we’ve been collecting surveys from the attendees to get their feedback on the sites we saw and how they relate to our project design.

What are the barriers and opportunities for completion that you impacted goal 2 in the last month?

We’ve been able to further engage our architect via our field trip to gather design information and narrowing down parameters of our contract with his firm. The major obstacle was that the expected release of an RFP for 18th/Peoria has been stalled, with no clear timeline for a potential release.

What are the barriers and opportunities for completion that you impacted goal 3 in the last month?

A potential opportunity to gain more lateral support was the opening of CDOT’s community engagement process regarding the El Paseo trail, which abuts the site of our proposed project. Our potential anchor tenant, the El Paseo Community Garden, is a key community partner contracted to engage the neighborhood and provide feedback on the planning for the trail. Our members participated in the first open house event, and made known our intentions to build our mixed-use co-operative housing project next to the trail in the 18th/Peoria site.
